রোহিঙ্গা সংকট ঘিরে উস্কানিমূলক আচরণ করছে মিয়ানমার। সংকট সৃষ্টির পর থেকে দেশটির (মিয়ানমারের) সামরিক হেলিকপ্টার ১৭ বার বাংলাদেশের আকাশসীমা লংঘন করেছে। বাংলাদেশ এর প্রতিবাদ জানিয়েছে বলে বিজ্ঞপ্তি দিয়েছে পররাষ্ট্র মন্ত্রণালয়।
ঢাকায় একটি নির্ভরযোগ্য কূটনৈতিক সূত্র মঙ্গলবার যুগান্তরকে জানায়, মিয়ানমার আকাশসীমা লংঘনের ঘটনার বিরুদ্ধে শক্তি প্রয়োগের সক্ষমতা বাংলাদেশের আছে। কিন্তু বাংলাদেশ শান্তিপূর্ণ উপায়ে মিয়ানমারের সঙ্গে সম্পৃক্ত থেকে সমস্যার সমাধান করতে চায়। প্রধানমন্ত্রী শেখ হাসিনার এমন নির্দেশনা রয়েছে বলে সরকারের উচ্চ পর্যায়ের সূত্রে জানা গেছে। সে কারণে পাল্টা পদক্ষেপ নেয়া হয়নি। এছাড়া প্রধানমন্ত্রী শেখ হাসিনা রোহিঙ্গা সংকট সতর্কতার সঙ্গে মোকাবেলার জন্য সংশ্লিষ্ট কর্মকর্তাদের নির্দেশ দিয়েছেন। সোমবার সন্ধ্যায় তিনি সংশ্লিষ্ট কর্মকর্তাদের ডেকে নিয়ে এ পরিস্থিতি মোকাবেলায় রোহিঙ্গাদের প্রতি মানবিক হওয়ারও নির্দেশ দিয়েছেন বলে জানা গেছে।
এদিকে বিদ্যমান সংকট নিয়ে বাংলাদেশ ও মিয়ানমারের মধ্যে মধ্যস্থতা করতে আসা ইন্দোনেশিয়ার পররাষ্ট্রমন্ত্রী রেতনো মারসুদি রোহিঙ্গাদের মানবিক আশ্রয় দেয়ায় বাংলাদেশের ভূমিকার প্রশংসা করেছেন। রোহিঙ্গাদের অবস্থা দেখতে বৃহস্পতিবার বিশেষ বিমানে কক্সবাজারে আসছেন তুরস্কের পররাষ্ট্রমন্ত্রী মেভলুত কেভুসগলু। তিনি কক্সবাজারে রোহিঙ্গাদের সঙ্গে আলোচনার পাশাপাশি বাংলাদেশের নেতাদের সঙ্গে সংকট নিয়ে আলোচনা করবেন। অপরদিকে রোহিঙ্গা সংকট নিরসনে চীনের সহায়তা চেয়েছে বাংলাদেশ। ঢাকায় নিযুক্ত চীনের রাষ্ট্রদূত মা মিংকিয়াঙ্গকে পররাষ্ট্র মন্ত্রণালয়ে ডেকে নিয়ে পররাষ্ট্র সচিব মো. শহীদুল হক এই সহায়তা চান। তবে এ ব্যাপারে চীনের সাড়া কতটা মিলবে তা নিশ্চিত নয়।
মিয়ানমারের রাখাইন রাজ্যে ২৫ আগস্ট দেশটির নিরাপত্তা বাহিনীর ওপর জঙ্গি হামলায় মিয়ানমারের ১১ জন পুলিশ নিহত হওয়ার পর দেশটির সেনাবাহিনী অভিযান শুরু করে। সেনা অভিযানে কমপক্ষে চার শতাধিক রোহিঙ্গা নিহত হওয়ার পর আন্তর্জাতিক বিভিন্ন পক্ষ এটাকে গণহত্যা হিসেবে অভিহিত করছে। রাখাইন রাজ্য থেকে লক্ষাধিক রোহিঙ্গা প্রাণ বাঁচাতে পালিয়ে বাংলাদেশে আশ্রয় নেন। তারা অভিযোগ করছেন, মিয়ানমারের সেনা অভিযানে রোহিঙ্গাদের নির্বিচারে হত্যা, ধর্ষণ এবং বাড়িঘরে আগুন জ্বালিয়ে দেয়া হচ্ছে। জাতিসংঘ উদ্বাস্তু সংস্থা ইউএনএইচসিআর মঙ্গলবার এক বিবৃতিতে বলেছে, রাখাইন রাজ্যে এবারের সহিংসতার পর তাদের হিসাবে এ পর্যন্ত এক লাখ ২৩ হাজার রোহিঙ্গা বাংলাদেশে অনুপ্রবেশ করেছেন। সংস্থাটি সহিংসতায় উদ্বেগ প্রকাশ করে বলেছে, নিরাপত্তার জন্য আশ্রয় নিতে আসা বেসামরিক লোকদের পর্যন্ত হত্যা করা হচ্ছে। তাদের মধ্যে নয়াপাড়া ও কুতুপালং শরণার্থী শিবিরে আশ্রয় নিয়েছেন ৩০ হাজার। বাকিরা বিভিন্ন স্থানে ছড়িয়ে ছিটিয়ে আছেন। অনেকেই আবার বাংলাদেশে প্রবেশের অপেক্ষায় সীমান্তের ওপারে অপেক্ষা করছেন।
ইউএনএইচসিআর বাংলাদেশের প্রশংসা করে বলেছেন, এখন পর্যন্ত বাংলাদেশ যে ভূমিকা পালন করেছে তাকে আমরা স্বাগত জানাই। তবে সংস্থাটি সহিংসতায় পালিয়ে আসা রোহিঙ্গাদের জন্য নিরাপদ প্যাসেস অব্যাহত রাখার জন্য বাংলাদেশের কর্তৃপক্ষের কাছে তদবির চালিয়ে যাচ্ছে। নতুন করে আসা রোহিঙ্গাদের পুরনোরা আশ্রয় দিচ্ছেন। স্কুল, কমিউনিটি সেন্টার, মাদ্রাসায়ও আশ্রয় নিচ্ছেন কেউ কেউ। ইউএনএইচসিআর বলছে, ‘আমরা নতুন রোহিঙ্গাদের জন্য পর্যাপ্ত জায়গার সংকুলান করতে পারছি না।’
ইউরোপীয় কমিশনের মানবিক সহায়তা ও সংকট ব্যবস্থাপনা সংক্রান্ত কমিশনার ক্রিস্টোস স্টাইলিয়ানিডস মঙ্গলবার এক বিবৃতিতে বলেছেন, রাখাইন রাজ্যে সাড়ে তিন লাখ দুর্দশাগ্রস্ত মানুষের জন্য সাহায্যকর্মীদের প্রবেশের অনুমতিসহ বাধাহীন সুবিধা নিশ্চিত করা জরুরি। চরম মানবিক পরিস্থিতিতে তাদের আরও খারাপ অবস্থা থেকে উত্তরণে কাজ করার সুযোগ দিতে হবে। তিনি সব পক্ষের প্রতি উত্তেজনা নিরসনের আহ্বান জানান। তিনি বলেন, সবাইকে আন্তর্জাতিক মানবাধিকার পরিপূর্ণভাবে মেনে চলতে হবে। বিশেষ করে বেসামরিক জনগণের ওপর মানবাধিকার লংঘন থেকে বিরত থাকতে হবে।
বিবৃতিতে তিনি আরও বলেন, অনেক রোহিঙ্গা সহিংসতার কারণে পালিয়ে বাংলাদেশে আশ্রয় খুঁজছেন। তাদের অবশ্যই ফেরত পাঠানো যাবে না। অনেক দশক ধরে রোহিঙ্গাদের যে আশ্রয় দিয়ে যাচ্ছে তার জন্য বাংলাদেশের সরকার ও জনগণের প্রশংসা করি। রাখাইন প্রদেশে পরিস্থিতির উন্নতি না হওয়া পর্যন্ত ও নিরাপদে ফিরে না যাওয়া পর্যন্ত নতুন করে আসা রোহিঙ্গাদের সহায়তা ও সুরক্ষা দেয়া গুরুত্বপূর্ণ। ইউরোপীয় ইউনিয়ন রাখাইন রাজ্যে সাহায্য পৌঁছে দেয়ার সব প্রচেষ্টাকে সমর্থন করে।
ইন্দোনেশিয়ার পররাষ্ট্রমন্ত্রীর সঙ্গে বৈঠক : ইন্দোনেশিয়ার পররাষ্ট্রমন্ত্রী রেতনো মারসুদি মিয়ানমার সফর শেষে মঙ্গলবার ঢাকায় পৌঁছেন। পররাষ্ট্র মন্ত্রণালয়ের সচিব (দ্বিপক্ষীয় ও কনস্যুলার) কামরুল আহসান বিমানবন্দরে তাকে স্বাগত জানান। ইন্দোনেশিয়ার পররাষ্ট্রমন্ত্রী প্রথমে রাষ্ট্রীয় অতিথি ভবন পদ্মায় পররাষ্ট্রমন্ত্রী আবুল হাসান মাহমুদ আলীর সঙ্গে বৈঠক করেন। তারপর তিনি সন্ধ্যা সাতটায় প্রধানমন্ত্রী শেখ হাসিনার সঙ্গে সাক্ষাৎ করেন। এসব বৈঠকে রোহিঙ্গা সংকট নিরসনে মিয়ানমারের ওপর চাপ সৃষ্টির জন্য ইন্দোনেশিয়ার প্রতি বাংলাদেশের পক্ষ থেকে আহ্বান জানানো হয়। ইন্দোনেশিয়ার পররাষ্ট্রমন্ত্রী অবশ্য রোহিঙ্গাদের আশ্রয় দেয়ায় বাংলাদেশের ভূমিকার প্রশংসা করেন।
রোহিঙ্গা সংকট নিয়ে ইন্দোনেশিয়ার আগ্রহ নতুন নয়। এর আগে গত বছরের আগস্টে রোহিঙ্গা সংকট শুরু হলে ডিসেম্বরে ইন্দোনেশিয়ার পররাষ্ট্রমন্ত্রী রেতনো মারসুদি মিয়ানমার ও বাংলাদেশ সফর করেছিলেন। তখন তিনি এ ব্যাপারে মধ্যস্থতার আগ্রহ প্রকাশ করেছিলেন। ইন্দোনেশিয়ার সঙ্গে মিয়ানমারের সম্পর্ক খুবই ভালো। মিয়ানমারকে আসিয়ানে সদস্য করার জন্য ইন্দোনেশিয়া সবচেয়ে বেশি কাজ করেছিল। মুসলিম দেশ হিসেবে বাংলাদেশের সঙ্গেও ইন্দোনেশিয়ার সুসম্পর্ক রয়েছে। ২৫ আগস্ট এবারের সংকট শুরু হলে মারসুদি পররাষ্ট্রমন্ত্রী মাহমুদ আলীকে টেলিফোন করে পরিস্থিতি সম্পর্ক আলোচনা করেছিলেন। তুরস্কের পররাষ্ট্রমন্ত্রী কক্সবাজার আসছেন : রো
